| Preamble: |
We, wishing
to secure the pleasures and benefits of the association of
people interested in Amateur Radio, do hereby constitute
ourselves as the “Greene County Amateur Radio Club”. It
shall be the goals of this club to exchange ideas and
information between members, to provide fellowship between
members. We shall always attempt to project a good image in
our community and provide an emergency communications plan
for emergencies that might arise in Greene County. |

The following
constitution and by-laws shall govern this organization |

|
Article 1 |
|
Membership: |
Membership in
the Greene County Amateur Radio Club shall be open to any
and all person who hold a valid Amateur Radio license as
issued by the United States Federal Communications
Commission, and whose dues have been paid as per the
by-laws. |

Article 2 |
| Officers: |
The elected
officers of this organization shall include a President,
Vice-President, Secretary, and a Treasurer. The Office of
Secretary and Treasurer may be combined by a single majority
of the membership at the yearly elections. A Public
Relations Officer will be appointed by the President.
Officers are elected to serve from January 1 to December 31,
but may be reelected if so desired by the membership. |

Article 3 |
| Officer
Duties |
President: |
The
President will preside at all meetings but without a vote,
unless a tie exists between the membership. It is the
President’s responsibility to represent the club, and be the
official spokesperson. The President will appoint all
committees and be responsible to see that they are active. |

Vice-President: |
The Vice-President shall
serve in the absence of the President and perform all his
duties |

|
|
| |
Treasurer: |
The
Treasurer shall be the keeper of the funds of the club, and
be responsible for paying any debts that the membership has
approved. Duties also include collecting dues from the
membership and to notify the Secretary of any member whose
dues have not been paid as per the by-laws. |

| |
Secretary: |
The
Secretary’s duties shall be to keep an accurate log of all
meetings, keep the official constitution, and maintain an
updated membership roster for the membership. |

| |
Public
Relations Officer: |
The
Public Relations Officer shall work as a liaison between the
club and the news media and all the Public Service
Organizations. |

Article
4 |
|
Meetings: |
The club
shall meet on a monthly basis. A special meeting may be
called by the President or by any three (3) members. A
special meeting can be held only after a notification has
been made to all members, forty-eight (48) hours in advance.
The purpose of the meeting must be stated in the
notification, and only that item can be considered at the
special meeting.
A Quorum
must exist of one-fourth (1/4) of the total voting
membership, before any business may be conducted.
A
simple majority of the voting membership present shall rule
on any club business except the following:
When
a motion involves spending over twenty (20) percent of the
total funds of the club, or, when the motion is to change
the constitution and/or by-laws, then a two-thirds (2/3)
majority of the voting membership present at that meeting
will be necessary to pass the motion.
There
will be no voting proxy.
Any
member wishing to make a motion that will involve either
spending over twenty (20) percent of the funds, any changing
the constitution or by-laws must notify the club Secretary
in order for a notification to be made of total membership
at least thirty (30) days prior to the presentation to the
club.
Robert’s Rules of Order shall be the prejudicial guidelines
for all meetings.
